Please clarify whether it's downloaded from steam or the official website and let us know the below:
-Network Provider.
-Pc Specs

-the game was downloaded through steam
- network provider is Silknet (Georgia)
-pc specs: 11th Gen Intel Core i7-1165G7 processer, 16 GB RAM, windows 11 (version 23H2)
However, @delicate estuary mentioned that one of his viewers also had a similar issue too
Yep - Viewer mentioned it. I also can't make a purchase in-game via the Steam client. I can just fine via the Dragonheir client. And I can just fine via Android
But Steam client, nope
And been that way for like at least a week

I've opened closed client multiple times over past week, never been able to make purchase. And yep, I am fully logged into steam. I launch the game from my library on the steam client.
Only thing I can think of is I have Steam overlay disabled for the game. I can try with that enabled tomorrow when I get back on PC

I can confirm that the issue is in disabling the Steam Overlay in-game
With the Steam Overlay enabled, the purchase window pops up
So you guys might want to try and give players an error or something informing them that they have overlay disabled and to enable it to make purchases - or find a work around so it opens in the browser or in steam client instead of only overlay
