In this team I'm using Tathlyn to proc Martina's rally ultimate up. Thatlyn also has ultimate up as a battle skill. so both procs twice during a 30 second cycle of the Copper dragon, so it should eliminate the power of dragon rage stacks. But it does not.

As observed in the video you provided, at the 53-second mark, Tathlyn successfully activated the battle skill. However, due to the effect of the Boss's Power of Dragon Rage skill, it was rendered invalid, resulting in the reduction of the Power of Dragon Rage stacks from 3 to 2.

Upon checking we confirmed that Martina's passiv skill charges herself when she obtains Rally. In the video, at 1 minute, Martina obtains Rally and the boss consumes 1 Power of Dragon Rage buff. At this time, Martina's passiv skill does not charge herself. However, due to Martina's passive skill having Cool Down, when she obtains Rally multiple times in a short period of time, the passive may not take effect, so it will not reduce the boss's Power of Dragon Rage buff.
