You get legendary materials, right?
Getting a legendary piece outright is quite rare, maybe you could have gotten one after 20 but certainly nothing out of the ordinary.
Regarding others who do receive a piece every time - after a certain amount of days after your server starts, the legendary drop rate is increased (you can check this in Clepsydra path).
After this increase, stage 9 almost always grants a piece. So I am guessing your server is new(er) and you haven't had the increase but the people you talk to have it
