Why the time of skill application does not correspond to the description?

Why is the skill applied at the eighth second? It should have been triggered BEFORE the harpy used his ability. Why does it work later? And it doesn't depend on the hero. On all heroes so incorrectly shows the time of the first cast.

Kindly note that there are two reasons for the issue with the Initial Recharge for Battle skill issue: 1. The client panel display contains an error causing a difference of about 0.2 seconds. However, please don't worry as this error will be fixed in S2.
- Combat skills cannot interrupt normal attacks. Even if you have fully charged your combat skills, you must wait until the basic attack is finished before using the combat skills.
