SOLUTION:
The levels remain as they are but without the steps like 30/50/70/90/100. Heroes do not get profits of this steps (like artifact slot etc.). Player can reset levels of that hero at any time.
Once the player reaches level 90, they can then spend the levels permanently (lose them from the general pool what player develop in game). In this moment player can buy all the benefits as is currently in the game like: 2 Star = Unlock Captain skills or Enhance Special Skills / 3 Star = Unlocks slots of Artifact / 4 Star = Unlocks slots of Positive Runes / 5 Star = Unlocks slots of Negative Runes. That hero can't be reseted from this moment if player do that. Simple and without turning the game upside down.
