I have noticed in my fights against Bionphray, that Eurion is not applying debuffs like everyone else. In this video Eurion dies after 135secs. With 288 acc he should theoretically apply atk pen about 13 times with the skill and 6 times with the ult minus whatever low percentage fails and getting stunned, but he only applies atk pen 9 times with the skill and 0 def pen with the ult. This is pretty consistent with most of my attempts. So it's roughly <50%. Auster is sitting at 227 and pretty easily keeps his frost debuff up.
I'm pretty sure it wasn't happening when Bionphray was first introduced, I believe I nearly hit 11mil if not more when he was first introduced weeks ago with utior's event, but the last few weeks I couldn't even make 7mil and was too busy to figure out what I did differently, until tweaking it a lot today.
