I'm using +13 Skill Haste from Positive Rune and +7 Skill Haste from Negative Rune, it's only displayed +19 in total.
I also tried lower combination of Skill Haste and they are all correct. I can't try higher than +19 Skill Haste because I don't have the runes.

We have verified that the rune skill haste display is based on rounding. If the rune skill haste displays +13, the actual rune skill haste value is between 12.5-13.4. If the rune skill haste displays +7, the actual rune skill haste value is between 6.5-7.4, the actual sum of the two skill haste may not reach 20.
