So for explain it, Felosia have under 18sec on her ultimate. I’ve setup the interval to 18sec like the boss. But she lost approximately 0,3 sec every rotation. And it’s the same thing on the vortex.

Yep, i really think the problem is on every boss, and the difference on timer depend on the animation. Some animation let the counter of the boss continue before our hero's. The problem is the same on ios or on pc. So i think the problem is on the game directly
But maybe, the problem is cost by the hast, because the problem doesn't appear or really less with the artefact "Brûleur d'ences spirituel" (in french) and without hast. This arte give us 10% of atb for every ult, that down the 20sec for 18sec.

Regarding the setup timer issue you asked about, this is because the calculation for the cooldown of the subsequent skills begins at the 11-second mark on Felosia. It is recommended you continue adjusting the skill timer.

Sorry but if think you don’t understand my issue. The first launch of the ultimate doesn’t effect my issue. The problem is on the interval. If i setup on 11sec and 18sec ( for the boss on the video i sent) for the interval, Felosia have to launch at 11 sec and each 18sec after (the whole cooldown for the boss is 18 sec). So for every turn, my Felosia have to launch her ultimate at the same time for the cooldown boss, but every turn, she lost almost 0.415sec. And this issue appear for every hero with some haste. I show you on the video that Felosia have more hast to be under 18. I think that come with hast because with just the artefact that increase the ult timer, that doesn’t appear.
And the problem appear on every boss and Vortex.
i can confirm this, i use around 20.3~20.6 on my timers for vortex
For me, setting the ult timer as 20.39 seconds causes the ult to desync over time from where I want it to trigger (heroes run faster than the boss, so the ult triggers sooner).
Setting the ult timer as 20.40 seconds causes the ult to desync over time as the boss then runs faster than my heroes (so the ult triggers later).
Absolutely whack that we can't get ults used at a very specific moment every cycle.
