Let's consider Malinus for example. He has 4 skills each with 5 seconds recharge. So setting 20 sec recharge rate should allow the hero to keep up with him right? Wrong. At 20 sec setting hero is getting ahead of boss. But at next possible value (which is 20.5 sec) hero is getting behind the boss. Same story about Gruentius. The sum of his skills is 18 seconds. But at 18 sec recharge hero gets ahead, and at 18.5 sec hero gets behind. So it is not possible to set up skill timing to make its task of automatically keeping up with the boss specific skill. And that is the only reason to use this feature. Tell me what sense it makes to introduce feature that does not fulfill its function at all.

Another problem is that it does not take artifacts into consideration. Let's say I have a hero with standard 20 sec recharge and zero skill haste. If I give him lev 20 Incense Burner he gets +10% ult bonus at each ult, so effectively he recharges in 18 sec. But at skill timings you can only select for him Default or 20.5 sec or more, while it should be possible to select 18.5, 19 and 19.5 as well. Also note that Default setting will equal to 18 sec so it is not possible to set 20 sec either.
