Harpy is able to hit heroes using Poisonous Fletching that is beyond its printed range

As you can see, my heroes in the backline Viccuc and MC is being hit while the hero nearer to the Harpy, namely Heksandra, does not get hit?

It uses that ability to hit the most amount of people it can. If 3 ranged are clumped like that he will fire it at them.

If you spread out the ranged it will fire it at the clumped melee.

He means that this is a boss mechanic. This skill works on priority where there are more enemies, but he cannot use it on an empty cell he needs a target. You can change the location of the heroes so that the boss skill works on the heroes you chose as tanks

Yeah I got what he said, but what I meant was is it an expected behavior that he can do that skill at anywhere on the grid. I was under the impression that it was only done in front of the harpy. Anyway I guess that changes my question @tulip grove if its intended to work that way. If so then the description should be clarified in the tooltip

It is meant as a target attack. The grid is centered on one of you characters. The harpy will always try to hit 2 people with it if she is able.
