Is Ihuicatl's battle skill bugged?

I don't have screenshots or video recording.
I built ihuicatl since she is the only hero I have that can dispel enemy shields. Yes, i know it's an uncontrollable battle skill she will fire off when it's off cd. When I'm running frost 5, I've watched her on the frost domain 5 boss and when she uses her basic skill on the boss's shield it only dispels it some of the times. Tool tip doesn't show a % chance so I thought it would be 100% of the time like the rest of the shield debuffers, as long as she uses it when they are shielded. Is this a bug or is the tooltip wrong

It's fine I rebuilt her with accuracy and it works now, the tooltip is wrong it's not 100% chance to dispel shield.
