Does this increase his passive "by" 30 which will make his passive 50% Damage Reduction -- OR does this increase it "to" 30% (for a 10% Damage reduction increase)? I am submitting this in this section to get clarification before I post in the #mistranslation channel.

Sorry I thought it was a bug, with this ''copy'' you will increase the passive of the character from 20% to 30%.
