Hero Estella is bugged and unplayable.

The ultimate skill from the hero Estella is not working as intended.
The last line where it says "prioritizes healing to an ally without full HP" is not taking effect.
It is prioritizing lowest current HP above all else.
If I have a hero with 9,000/9,000 HP sitting in the back row and the tank in the front is at 9,500/20,000 HP, she will use all of her ultimate skill on the hero with 9,000/9,000 full hp sitting in the back and ignore the tank because it had 500 current hp above the other one.
She is currently unplayable, please fix it.

I also just encountered this issue. No recording but in this Grave of Venom lineup you can see Estella healing Voresh in the back even though only her and the tank are "without full hp". The statistics screen of the attempt clearly shows that Voresh took no damage during the run as well so he would never have been below full hp
