Problem - description
I did some tests with the hero Gareth and this artifact. Gareth has only basic attacks. The attack interval is 1.53 seconds, it turns out 39 attacks per minute, 5 more combat skills, an additional 15 attacks, 3 ultimates to them, 15 more attacks. In just a minute of combat, 69 basic attacks occur. The probability of triggering an artifact is 20% with a basic attack, the expected number of triggering an artifact is 69*0.2= 13.8 per minute. considering the cooldowns 2-3 times in a minute and 4-6 in 2 minutes. The video shows 2 fights of 60 and 120 seconds, in the first the artifact worked 1 time, in the second 2, it is worth noting that in the second fight there were no triggers for about 70 seconds. Most likely, attacks from a combat skill and an ultimate are not trigger attacks, and even in this case, the number of triggers does not match the description mathematically, I conducted about 20 tests, the results are very close.

Confirming that both artifacts don't take into consideration skills that are "considered as basic attack", losing stacks with the Horn and not proc'ing Horseshoe - At least on Garrett
