I think about 10 to one ratio would be more considerable. But do devs consider?

10 to 1 is way to much considering you can't even get that many per day and the legendary rates are terrible. 4-5 is definitely best any higher sucks. And no I don't think devs listen.

they need to add helio to all stores! arena, alliance, etc.

and remove rare drops from helio! they should only give epic and legos!

it sucks so hard to save up for days as a f2p player only to pull 1 helio and get a friggin RARE DROP

Honestly every game BUT this one has WAY MORE generous drops for getting Legendary items...
35 pulls guarantees a Legendary...
7 a Rare so you're not getting Legendary without paying at this rate....
