Yes, that is exactly what happened, if you close the game or get disconnected, you don't get the reward, don't complete the chat, n'or does it let you attempt again. The 1st time with Captain Stark - I was disconnected, 2nd time with Newsmonger Kliff I had to close the app. And both times it resulted in the same thing - not completing the challenge, and getting locked out.
This can happen with any NPC that has a friendship locked chat option

Hey - regarding this issue - I think I understand - if you get disconnected while the dice is still rolling the game still makes the roll even if you don't get to see it, and I noticed now that that dialogue option is a daily reward kind of thing - and that is why the dialogue option is locked when I got back online. I think this issue can be closed.
I just managed to get some time to check the characters again - and I can do the daily dialogue option
