I'll have the account on my phone join the raid. But when I hit start raid it leaves the phone account stuck in the lobby.

It was, I tried exiting combat and restarting the lobby but it didn't work.
Should I reset the game inbetween combat and starting a raid?

Yes, there's currently a known bug where it happens if you were in combat.
Logging out isn't sufficient, have to restart the client
Skilling didn't appear to trigger it, only combat

Dunno if this helps you figure things out but it seems once it gets into the raid it retains the melee combat style from when it was running combat, only gaining xp for whatever it was running before
