This might be worth adding in for the backlash about coal, to reduce the amount by 10-20% or something on Titanium/ Meteorite.

Upgrades to work towards are always good.

Have a 2*tier% chance to not consume coal per coal, so if it uses 100 coal and you have 1 tier you'd keep 2

That'd be cleanest way I could think of for it to work cause a -10% coal used when it uses 1-3 is nothing at all
