I definitely agree with this, and had a conversation similar to it the other day. It would be cool to see some kind of notable upside to participating in a debuffed environment so as to encourage going to them. I recall someone mentioning maybe working in purchasable equipment potentially being present on the maps, and perhaps this could intersect in the form of an equipment surplus or some such where you can potentially get some valuable tools or some such.

I believe you're meant to weigh whether you want higher loot density percentage at the cost of a negative mod, or continue lowering the value of a location. I like the idea tho, but disagree with the plus being better loot.
Something like, monsters don't spawn for an extended period of time during blackout, encouraging you to explore deeper early and risk getting lost not making it back to the train. I think the minor bonus of negatives, if any, should be related to the modifier.
