If you own an oil tycoon, do imps for every clue, if not, then just do beginner - hard.
Passive clues are worth it, but the only clue type you can realistically finish passively is beginners. As shafli said, for mains you use implings for everything but elites. Mains do Shades of Mort'ton for elites. For Irons, do thieving HAM members for easy clues, eclectic implings for medium clues, warped jellies for hard clues, and Barrows or Sarachnis for elite clues. Both Irons and Mains turn in clue sets to Watson for Master clues.

Does opening hards from implings (magpie) incur big loss? I would have to be swimming in GP to do that for long term?
It's like 700k-1m lost per clue
