can you try verifying files: go to Steam, right click the game -> Properties -> Installed Files -> Verify Files

you could try adding steam launch parameter "-clearprefs" to force logout incase its something to do with login, to do that right click on the app in steam library and open properties/general

okay so the only thing that remains is that its something to do with your network configuration, are you able to try mobile tethering or something?

might help narrow down the issue
