Remove or Rework double MS boots
Suggestion: Replace second Movement Speed boots w/ another buff possibly similar to how Crit boot has a unique buff like Attack Speed.
I just think x2 Movement Speed is such a high value stat that benefits you in a lot more situations other boots don't give you. Like being able to outrun someone/disengage quicker, dodge abilities better, catch up to someone faster.
This is open to discuss! I know some champs don't need it as much as others do f.e. Froggy w/ 3 mobility options, but I feel like if a champ needs Double MS boots to shine or compete on equal ground it's more of an issue than a necessity.
But this may also just lead to the boots themselves not being an issue but the lack of mobility certain champs lack.
