maybe left thet box unchecked?
it should always install the windows games thing
and in the gta iv menu should appear LIVE on the bottom left
or
press home on ur kb
if u got a 60% one try fn key and K

Extract all the files and then run (gfwlsetup.exe). Afterwards, let it install and you should be good to go!
