You need to download the forge server files separately and move the contents of the override folder to the same location.

it is working but when I try to join the server I get auth servers are down

what forge version do I use

I can see it I have turned offline mode so it works but when I try to join it says server timed out

I got 1.21.1 latest which is a day old I should I have got the 5 month old one
