Perma-Disabled Vehicles on repair station

Vehicles that become tracked or wheeled while on a repair station, and repair with said repair station are unable to repair said wheels/tracks.

Once this happens the vehicle permanantly looses it's track or any wheels that were lost and repaired using the repair station
