You can adjust the rate in the Steam client settings, not sure if it has any affect. Usually this is an internet capability thing. Your connection, whether LAN or WLAN and the adapters particular properties.
On cell phone hotspots and WIFI I sometimes have trouble populating the server list, and while on a hard line fiber connection never an issue, as an example.
Also things like Cloudflare's WARP desktop application can actually change/fix many games browsers and actually give a much more broad result for some reason I'm not actually aware of.
