Currently I feel the attitude towards playing Commander in general is lacking, and changes could be made to encourage players to use this role to keep both teams on the same page for overall better matches.
First off, I feel that the Commander role ought to be able to be utilized as a solo role with the option of help from other players. I often play Commander; I don't want to manage an entire squad too, but you can't lock a squad without at least 2 other players.

Allow for Commanders to be solo if they want to be. Similar to PS/Squad 44

Give Commanders a limited, team-wide broadcast of about 10-20 seconds of voice communication to make a "red alert" type of announcement to keep the entire team on the same page. Have this team-wide broadcast feel like an "ability" with limited use.

Add an observation post camera that can be built close to a FOB that can only be used by the commander that allows him to monitor inactive backline FOBs while the rest of the team moves forward. You could limit this to a single observation post per team.

Add a unique command vehicle per faction that allows the commander to spectate from the first-person perspective of other SLs/players or to view only vehicles. Or tie the command vehicle in with the command post, or allow each FOB to simply have a camera that can be monitored from a camera above in a 360-degree fashion, which again, only the commander is able to utilize with the Command vehicle.

(This is definitely a reach, but I'll include it.) Allow the Command Vehicle to be a team-wide mobile spawn similar to the PMC mobile spawn with new additional features. Just have it be costly to lose, like the PMC one.

Add two unique officer roles that can utilize these features along with the Commander. Being able to observe and monitor friendly FOBs, friendly positions, and their situation with more detail to relay to the commander. Even place tactical marks for the commander.
