ZBL-08 and ZBD-05 cannot reload 2nd ATGM

both ATGMs consume 200 ammo but reloading the ATGM leads to ammo cost being -200, so the second missile cannot load

also the missile does not load automatically, have to reload individually

this seems like an easy fix, since the m2a3 and bmp2m do not have this issue
