Serverless endpoint stuck at 0 workers

I deployed a serverless endpoint a few hours ago, but no workers have been created yet. All of the GPU options I selected are currently showing as "Low Supply" or "unavailable."

I understand Low Supply means reduced availability, but after waiting this long I'd have expected at least one worker to come up. Could you help me figure out whether this is:

1. A configuration issue on my end, or
2. Expected behavior when only Low Supply GPUs are selected (in which case I'd switch to different GPU types / regions)?
