Constant throttling

[simple osprey]

Im on day 3 of trying to get my build up. Its attached to a Network volume so im restricted to a specific region US-WA-1 and i just keep getting throttled. I’ve now ser it to 1 active worker in hopes of keeping one moving but im have no luck.
