It's nothing too crazy to be honest. Every faction inside of the radius obeys the mod's rules for neutrality in the Eco base areas. The radius is actually fairly large too, it encompasses the whole base and exterior perimeter fences. The guards also don't follow traditional faction rules either since they're contracted out to the Eco boys.
