1. Starter Resources
   New players may ask the Master House for resources.
   These resources can be used to build houses, farms, shops, or other builds.
   The Master House will keep track of how many resources you take.
2. Building
   Players may build anything (houses, farms, shops, businesses).
   All builds must be inside the country borders.
   No griefing or stealing from other players.
3. Taxes
   After you finish your first build, you must start paying taxes.
   Taxes are based on the amount of resources you received.
   Taxes are paid to the Master House.
   Taxes are paid weekly
4. Paying Taxes
   Taxes can be paid with items, blocks, or materials.
   Players may trade or sell items to get tax materials.
   Once your taxes are paid off, you may request more resources.
5. Not Paying Taxes
   First time: warning
   Second time: temporary loss of benefits
   Third time: builds can be claimed by the Master House
6. Master House Authority
   The Master House makes final decisions on:
   Tax amounts
   Rule disputes
   New resource requests
