You need to tell it to hold fire

and put it in aa mode

it will still shoot aircraft but ignore ground

To shoot at planes. If you want it to not shoot at anything. Make sure air defense mode is off and hold fire is on. If you want it to shoot air targets only, make sure hold fire is on and air defense mode is on. The tutorial will teach you more if needed
