Is it a bug on my end, or is it not possible to select carbon powder with the ‘filter inserters’?

You can, but perhaps you haven’t researched the tech or something?

I checked every tech available containing the powder but for me It just not exist, every other powder is available. Do you know which tech i especially need?

it's unlocked in XRay Tier 4 under the "Synthesis" tech tree and also in Sierra Tier 0 through "Blast Incineration" and "Basic Incineration"
