There will be spots on each level that go all the way to the bottom. Until you find those spots you will have to move the sand pumps around so that they can get to the sand

No. You either have to replace them or you have to dig by hand until you get to sand again and then rebuild them at the same place. They do no extend themselves unfortunately. Might actually want to see if one could mod that
