if it's for personal use you can do anything you want. You cannot use Techtonica assets (like the groundbreaker) for anything commercial or designed to make money.
So if you want to use the model just to make fan art that you aren't selling, have fun. If you want to put the character into your own game that you intend to sell then it's off limits.
