It's supposed to put it into the vertical conveyor, right?
I think the vertical conveyor might be a bit buggy since they recently got added. Try to put a normal conveyor between the inserter and the vertical conveyor.

It could also be the direction. Since the vertical conveyor is facing your way and not to the inserter.

Is the vertical conveyor belt permanently full? Then the inserter can't put it into the conveyor.
Otherwise I dunno. Might be bugged. I don't have another idea.
