I was playing today, and noticed The Deciphering signal quests for CB-1501 and RE-3217 both say using an Assembler to craft an unknown number of Advanced Circuits. Not to mention the progress bar keeps resetting back to zero for CB-1501 on my current playthrough.

Hey there, and I do not believe we do, but I know that we recently changed things so Advanced Circuits would be emphasized. Time to give it a gander.
