The beacon is incomplete and only partially functional. The Omniscanner works by finding the frequency of something. When you tune it to that frequency, there will be a number above the scanner readout. The higher this number, the closer you are to whatever it is you are scanning. https://youtu.be/AjMRKJRJxNg?t=719 Reylan explains it better in this video (I timestamped it to where he talks about the Omniscanner)
