How I get the MJ that Victor requires to upgrade ?

If you have accumulators that store power, you need to build a stepper and a HVC cable (high voltage cable) and connect it to the copper circle on Victor. The stepper has to be placed on the powered floors of your base and the cable connects from the stepper to victor. If you do not have enough power, build and place more accumulators and cranks.
