I have a decent set up with the waterwheels and crank gens but it seems like every 5 minutes I still lose some power like not all of the crank gens are working?

it just you need to keep it like 8 to 4 or 16 to 8 etc

What they mean is that there's a limit to how many crank gens a single water wheel can power. This is not something the game tells you until you build some to the wrong ratio and see that the total power generation isn't what you expected.
and it's unexpected since you can crank any number of connected generators by hand with a single click

For MK1 cranks its 2 cranks per wheel but for MK2 its reversed to 2 wheels per crank.
