It's a bit silly that I can detect a stealth fighter at 30km away, but can't see a 40,000 ton ship at 18km

Weird
You can pick up ground targets in 2 ways: either optically or via radar triangulation
Radar triangulation is available for all aircraft that already have a radar, its omnidirectional, but only works on units with active radars.
Optical detection is on all aircraft, but much shorter ranged.
Makes it harder to deal with ships in single player I guess
The weird part is that by the 2070s they can't do something that got figured out by WW2

there is a HUUGE difference between a radar meant for air targets and naval targets
the ship is low enough to the "ground" to where your radar factors it in (that is if it is spotted at all) as ground clutter
a radar meant for naval recon and fire control has barely any filter for ground clutter
cause its expected to be operating over open ocean where there is none
