Self-explanatory.
You can launch 12 nukes, for the low low cost of 0 nukes!
Only tested in singleplayer, so unknown if it works on multiplayer. Yes, the nukes you get re-armed with can be placed back into stockpile.

Reproducible by loading a Darkreach with 4 nukes, from a base with 4-7 nukes. Fire them off, RTB and wait for rearm.

Alternatively 8 nukes from a base with 8-11, or any plane with an amount of nukes greater than half the base stock.

Thanks for reporting, we are working on a fix 😉
The issue was that the change in warheads in your loadout was only captured when the aircraft changed its loadout (ie in the aircraft selection menu).
When rearming, it considers you are NOT changing loadout, so this was not taken into account.
