I believe it was stated during one of the 0.32 dev streams that this unit would not be implemented as of yet, so I consider this to be a bug

This is not a bug, but unintended feature
You can pick up them with tara so its not like they blocking depot, deleting them from list in factories limit creators and mission editor kinda expect you to know what you doing

No, but this is definittely a bug, as Mitch himself has said that this vehicle was not intended for release in this update.
