#TTS langauge inconsistent

Requirement: Windows not in english

How to reproduce:

  1. Do "Test TTS Speed" (Should be default to english, at least in my case)
  2. Observe language (accent) of the voice
  3. disable profanity filter
  4. Observe language, suddenly, my TTS is in german
