Slow-moving radar stations posted out at sea for early warning with minimal defenses to protect itself from missiles.

Yeah, I know this is meant for ICBMs but the concept could still work for NO.

Or you could just do a stationary oil rig that is equipped with radars and defenses would fit the whole building theme of NO with all the production and factory themed buildings.
