I opened a bug report for this earlier but I can't find it, I have some additional information.
So again, this bug only happens occasionally, but when it does it is NOT INTERMITTENT. When it takes effect the button to release weapons consistently does not work on that server until it is restarted.
Additionally, when it happens, the third person camera can no longer be panned with the mouse. Instead the OS cursor is visible even though there is nothing to select or click on in that view.

Not sure if I experienced the same bug but I also had the fire button not work. I managed to fix it in flight by opening the button mapping for that button up to the window where you can remove/change the button without changing anything.
Using a remapped button with a joystick, all other buttons seemed to work.
I didnt use the third person camera in that timeframe so I cant say anything about that part

I believe your game window is not in focus anymore.
You can alt-tab in and out, but please also ensure multiple spacebar press are not a special key action for windows.
Also ensure you play maximized full screen and not in windowed mode.

When I encountered this I was still able to switch weapons and use countermeasures, does being tabbed out just block weapon release?

I had the same problem. Only on one server. I was not alt tabbed, and did not have my map open.
