The idea is simple really; you can use missile type ordinance as flares if you're in a pinch and are out of regular flares. They'd have a lower chance to work since they aren't designed for that purpose and would be a lot more expensive, but its cheaper than the loss of your airframe.
It would also be a nice way to allow players to feel crafty after they pull it off successfully.
