-Simple as that, make Reserved planes unsellable to prevent money exploits. Guess there is no need to explain the exploit itself.

There are several possibilities to limit this.
My own personal opinion (ie not Mitch's !) is that 'reserve' should be replaced with a 'loan' system.
You want to fly but can't afford ? Debt is the answer.
Except that you now owe the bank several millions, that will be added to your tax rate and reduce your cash until the debt is repaid in full.
Once you finished paying, then you can "sell" the aircraft, which is returned to the Faction's inventory as a 2nd hand airframe.
