Yeah while the light would be extremely visible, the smoke would still be behind clouds and thus occluded. Dark smoke would still result in a darker total amount of light if the cloud is puffy and not too thick.
This is a bit complicated because the light from the nuclear explosion still needs to be extremely powerful, not the smoke from it. So not all light effects related to the nuke should be tuned down. The initial light would be visible and even dangerous to the human eye. The resulting smoke should not "penetrate" the clouds as much though.
Just to specify that the initial burst of light should penetrate clouds in an extreme way. It's specifically the smoke that should be fixed in terms of occlusion.

Ah, yes. When you try to render transparent behind in transparent... In subnautica the solution was ignore it, and disable underwater effects while player in vehicle. I dont think thats it be fixed, cs shader that can fix it, has very big performance cost. The easy way, it just hide/delete those effects, if player cant theoretically see it. But it also wont work well. I cant remember any game, that successfully deal this problem.
